today I tried a perilous run, find myself in a cheater hosted game, everyone got unlimited guard , super fast movement speed, and very low damge (the cheaters can one shoot anything). here are the proof.
I am the rouge here, the keeper and the leg are cheaters.

I don't see how the Lego is anymore a cheater than you are, in this regard? Because he actually managed to kill a few things while the host had his hacks running? Sure, the keeper host is obviously hacking, but that doesn't mean the Lego was also cheating.
just blame it on the loot/chest system.

because i see him one shoot everything, while me and archer can only do dmg as using lvl 1 white wepon. In fact I am using ~450 dps unique dagger with superbo rune and can only do ~100 dmg for twin fang. thats why me and archer cant kill anything so i took my time for screen capture.
No place for cheaters in multiplayer.
Just report and move on...

THANK YOU, for your post, you can find one on this issue I did as well. I am not sure punking out these hacks in forums is the best course; but who am I to judge. I reported and gave video to a forum manager.
I too want more done by BioWare to stop these turds to keep the integrity of the game before legit players say F it. The more people who stay and play, the more likely BioWare will create DLC and improve the game for all of us.

to clearify , thats not 37k attack, its the rouge NPC attacked me twice in a row, for 374 and 359, it just looks like 37k dmg, but if you zoom in you can see its two attacks.

I've not encountered this one yet. However I did stumble upon something else. I believe it was a botter.
I made a solo a public game. As I was clearing 5/5, some AW joined in. I was wondering why this guy wasn't moving towards me, or doing anything at all. Monsters started to move towards him, so I made my way back to the starting room. And he was just doing two things, basic attack and spirit blade. And he would only do that when there was a monster near him. He wasn't moving at all. Finally we were left with Demon commander. On occasion he would attack it (when he has sight of it), and on the other times, he would just be standing doing nothing.
I'm not sure how to feel about this one. I generally don't like botters. But this botter cut half the time I would have spent doing it solo with my lego.

hidden blades CD too long.
with upgraded death blow I can just keep spanning it on normal mobs with +50 stamina per kill (although sometimes bugged for some skill kills) and +10 stamina per crit.
twin fang and flank attack are for mobility uses.
I usually stealth ahead of team and wait till teamate argo then twin fang the tough mob then keep stealth & death blowing range mobs near me then flank/twin fang for mobs little bit far away.
I almost dont need basic attack at all, even if I end up need to basic attack, I use "shift" to cancle animination after first hit,and then repeat.
3 good reasons:
1. this will give almost +50% attack speed,
2. and It will always use my better right hand dagger for basic attack for higher dps.
3. and this give almost +50% moving speed while attacking so I can easily catch mobs running to my teamates.

Dude was probably unable to move because he was using the 60 fps cutscene fix or affected by bug #536.

If it bugs you report it and move on. Or just move on.
I found a hacked lobby today too. I was not taking any kind of damage against demons while surrounded by demon commanders with a reaver. I just stopped playing perilous pubs on PC.

I wouldn't be too sure about that.
I've had one match on ME3MP that I hosted and a random player who joined the game was killing stuff with a machine gun Widow (yes, Widow, not Black Widow). Showed up as M-98 Widow in the killfeed, but sure as hell was going as if he was using an Indra on space-steroids.
