So I have spent quite a bit of time researching and testing the "refresh" the merchant plans and while simply switching zones multiple times seems to work for most merchants it has never once worked for the Hissing waste merchant for me. How ever I have discovered something that may work for others and has been working for me without fail.
Load into skyhold let the game auto save and then quit all the way out to desktop, then adjust your system clock by 4 hours and adjust date and am/pm when needed, load the game back up and check bonnie sims and the no ones there merchant, then go to the hissing waste and check the merchant, after hissing waste go to the cradle and do the chest farm, after cradle go to empress and do the silverite farm and then port to the keep and check merchant, the go back to skyhold and start the steps all over.
Now do I think farming the chests and silverite changes the hissing merchants stock? No, I'm sure it has something to do with the time spent on these activities. However when ever I have deviated even one step the merchant will not change his stock so read into that how you will. Within one hour of doing this I have grabbed two rogue schematics, one mage, two warrior schematics, and have seen 4 different unique armors in his inventory not counting all the schematics and silverite from empress and cradle.
I hope this helps those of you hunting down schematics and perhaps with enough people testing this we will find out the exact parameters. I think the basic formula is time in game + zones traveled + real time passed. However the merchant does not register time passing via system clock adjustment, which leads me to believe the games internal clock plays a factor as well and the only way to remove it from the equation is logging completely out of game when making adjustments.
