So I have spent quite a bit of time researching and testing the "refresh" the merchant plans and while simply switching zones multiple times seems to work for most merchants it has never once worked for the Hissing waste merchant for me. How ever I have discovered something that may work for others and has been working for me without fail.

Load into skyhold let the game auto save and then quit all the way out to desktop, then adjust your system clock by 4 hours and adjust date and am/pm when needed, load the game back up and check bonnie sims and the no ones there merchant, then go to the hissing waste and check the merchant, after hissing waste go to the cradle and do the chest farm, after cradle go to empress and do the silverite farm and then port to the keep and check merchant, the go back to skyhold and start the steps all over.

Now do I think farming the chests and silverite changes the hissing merchants stock? No, I'm sure it has something to do with the time spent on these activities. However when ever I have deviated even one step the merchant will not change his stock so read into that how you will. Within one hour of doing this I have grabbed two rogue schematics, one mage, two warrior schematics, and have seen 4 different unique armors in his inventory not counting all the schematics and silverite from empress and cradle.

I hope this helps those of you hunting down schematics and perhaps with enough people testing this we will find out the exact parameters. I think the basic formula is time in game + zones traveled + real time passed. However the merchant does not register time passing via system clock adjustment, which leads me to believe the games internal clock plays a factor as well and the only way to remove it from the equation is logging completely out of game when making adjustments.

Or you know you could just do a store check run when ever you need to sell items or are changing maps for what ever reason..

To bad that never seems to work in my game all the other stores refresh and he stays with no "bonus" stock unless it the first game load for the day. Something is up with the merchant cause I am right before the final mission and he has naturally only changed 4 times before I started trying to force the restock. Btw switching the system clock by 7 hours rather than 4 has resulted in a few more recipes than actual armors to spawn in his inventory but that could just be a fluke.

I wonder if this works because in the meantime you are farming schematics.. And from what I've heard schematics only drop one time. Supposedly you can't pick up multiple schematics. So maybe the merchant is just resetting because you found some of the schematics he already sells?

That's a lot of farming for stuff I don't really even want. At this point if they made a DLC to just buy all the schematics I would happily hand over my money. Over 200+ hours between multiple playthroughs and I have never seen the schematic I want!

Really thought we were getting in to trolling territory here. Started to laugh. Then I realized you were serious...

The time changing is unnecessary.

What worked for me was to save in Skyhold, go to the Hissing Wastes merchant and if they don't have what you want quit to desktop. Load the Skyhold save again and repeat 'til the schematic you want is there. Still arduous but not nearly as long as the method above.

Problem is I think he's bugged for some people and he absolutely will not update his stock unless you go through some ridiculous voodoo ritual. Its not a matter of the merchant not having the schematic I want, its a matter of it not changing stock at all. First time I visited, I bought the rare rogue armor schematic, the one you need the short list perk to get, since then, no new armors have appeared, even though it should cycle through at least two other rare armors.

The time changing is unnecessary.

It is necessary, at least for me. I saved the game in Skyhold/Emprise, closed the game, adjusted the system clock by +3 hours and ported to the Hissing Wastes merchant. If he haven't had the schematics I wanted I closed the game by Alt+F4, set the clock +3h again and checked the merchant again. By this method I got all the schematics I wanted within 1 hour.

All the other steps listed in here are unnecessary though.

I assume you guys are all talking about the PC version?  I'm on XBox One and just got the Short List perk a couple of days ago.  I've been to the Hissing Wastes merchant 4 times in the last 2 days and have seen 4 different masterwork schematics there with the perk.  On the 3rd trip the masterwork schematic that I was really wanting was there.  Is there a method to refreshing his unique Short List inventory on Xbox One that anyone's heard about?  So far, I haven't needed to try anything ... but would like to know just in case.
