So if you got Vivienne as Divine, she wil restore everything and the Circles are back with the Templars looking over them again.

Why would the mages agree to this? I mean, yes, many are tired of all the fighting but the Inquisitor has granted them freedom (if you sided with the mages and apparently, it is still possible to get Vivienne as Divine even if u chose this), which is what they wanted all along. It is kind of believable if you sided with the Templars (or u conscripted them) because the mages have lost everything and they will go back to the circle to survive but not when the Inquisitor granted them freedom.

I doubt any would really want to go back to what it is before. It makes all their comarades' sacrifices for nothing.

And there is even not a need to hold a Conclave this time.

It like Vivienne saying "Darlings, You will go back to the Circles because I as the f**king Divine f**king say so" and the mages all go back quietly without protest. I am surprise a pro-mage Inquisitor did not stop her as the Inquisitor (at the end of the game) defintely holds more political power than anyone else in Thedas.

PS: do they still have enough people for a Circle or Templar Order. Most of them are already brainwashed (depending on which side u choose) and killed by my Inquisitor.

They don't necessarily agree. I had two playthroughs where I got Vivienne as divine, in the first I supported her and had allied with the templars there the few mages that was not corrupted submitted more willingly it seemed.

In the second one I had conscripted the mages and not supported anyone for divine, there it was said that the rebel mages severely opposed the new circle, but were ultimately forced to surrender by Vivienne.

The thing is not all the mages are rebels, Vivienne is the leader of the loyalist mages who refused to join the rebel mages and besides loyalist mages there's mages who refused to take sides in the mage-Templar war and in Ostwick's case an entire circle that refused to join the rebellion.
