Where can I get the points to get this perk. I need 4.

Recruiting agents (Secrets) will count towards the number of points you need for Deft Hands / Fine Tools.  Other than that, you will have to raise your Inquisition Rank to get more points.

where are the agents located? I have 4 points, but apparently not all four are via Leliana.

You can have the speaker lady in Winterwatch Tower/Hinterlands collect information for you after you close the rift there. Varric can persuade a scout in a quest close to the tower (?) to join the Inquisition. Those are available early in the game.

The Agents you want are:  Ritts, Speaker Anais, Tanner and Jana.  First 3 are in Hinterlands and last (Jana) is in Crestwood.  Pay attention to the conditions that you need to require them.
