For me I got to promote him toward the very end of the game. I let the last round of judgements stack and it happened for me. It was right be fore going to the temple of mythal. Which was kind of fitting because if you have the Templars on your side. The newly appointed Barris is seen fighting when your making your way to the temple.
His story/evolution is one of the best minor quests in the game along with the Sutherland kid.

So, I'll never get them then? I'm at Skyhold - even finished Crestwood.

Still don't have 'em.

It's pretty upsetting. Should I replay "In your heart shall burn"? - I did a few times already and still never got it. Barris IS listed as an agent btw.

you might need to re-do the end of Champions of the Just

I wish Ser Barris were a companion choice. He's a great character! It would have been nice to see him grow and develop through the game.

I'm 44 hours in right now. Restart back to about 12 in to get Barris?

Woof... Between this and the party banter bug, i'm slowly being turned off of this unfinished game.

He died in my playthrough.

I'm guessing it's because I let the status of that room get too low while I was looking for the lyrium and leiutenants.  Anyone know?  (Although I don't think I ever let the bar get lower than 25% maybe.  But he did complain about being wounded at one point.)

It's the part directly after that. After you recover the lieutenants and the uncorrupted lyrium Barris and the Lieutenants take the lyrium and you have waves of demons to get through. If you do it quickly enough you'll save Barris, if you take too long on that part he'll die.

Update: I redid Champions of the Just. Conscripted the Templars. Barris never died, stayed healthy and cool, became an agent. Made it to Skyhold. And... nothing.

This is a real bummer.

Wrong, it's the part where you have to get the lyruim and lieutenants. If the barrier ever reaches below 25% he gets wounded and will die after the barrier is destroyed. If he ever says he got wounded in a fight, he dies.

This is a real bummer.

by the wiki:

  • This quest is bugged, as the game does not let you sit on the throne to promote him; the only way around this is to pass a Judgment, so that when you sit to judge, the game automatically loads this quest before it.
  • If the Inquisitor disbanded the Templars instead of allying with them Ser Barris' War Table operations may not appear.

It is a real bummer indeed! <_<
