I think that one of the dragons in Epris du Lion drops one. Also, I think there's a second one in one of the dwarven Tombs in the Hidden Wastes
Other than that, RNG + the appropriate perk are your best bet.

If you mean a 10% crit chance ring, it is not a drop off of any of the dragons in the game. In three full playthroughs of the game I have never found a +10% crit chance ring, so if it does exist it must be rare. More likely it does not exist.
