Not in game as far as I know. I'm sure there will be some DLC that adds some in the future though

Not released for any other race besides Dwarf. Im not sure why in previous game(s) they let humans and etc wear the armor (origins), maybe to give more unique armors i guess?
Im going to say its unlikely we will see another race version of the armor. Each race has their own theme of armor (except qunari). Unless they give us more schematics in DLC.
Its okay on dwarves. Looks nicer with dragon bone.
