I remember thinking when I came across Cullen's cell what a disappointment and wasted opportunity it was that he never said anything. Both times I've played the quest.

And then I found out he was actually supposed to say things. That all the prisoners were supposed to talk, not just some.

So why isn't that happening in my game? For the record, I'm on PS4.
