I didn't even notice this until my second play through. I knew the zones were leveled but no xp for kills? I waited until I was level 16 to hit the Western Approach. Just closed by first Fade Rift there, and i got no xp for killing any of the level 11 demons? I just assumed the level gate was to keep you out until you were ready, not to make sure you play the zone at a certain level.  Is this correct?

Yeah, it's really annoying. Personally I wish everything was leveled relative to the player. It makes playing the maps post- main quest utterly pointless.
