Should I essentially follow the main quest storyline to get additional party members, or are they generally all over the place and outside the main quest at times?

Little of both. Only two of your companions...no three... are actually involved in the main story after you do the prologue but most of them become available once you progress the story, just a little, and then most of them are pretty easy to find even in their side quests once you do so.
