Dog at Hissing Wastes should sell it, and other high end tier 3 armor, randomly if you have the Short List perk. But he tends to sell one super rare schematic at a time and I'm not sure if we know what triggers the restock.

I like how we've all just pretty much dismissed the idea that there ever was a shopkeep, the note is a lie to distract from the dog running a smuggling operation.
