Why don't enemies have the same skills as the party?

One thing I really miss about Origins was the level playing field that us and the AI were on.

All enemies were classes, the same as us, who had access to similar weapons and armour, and identical abilities to us (plus special abilities if they were monsters). We'd run into mages able to cast advanced spells like chain lightning, warriors using their special liabilities, and it really felt like we were playing on a level field with the same rules available to each other. Obviously special enemies like Revenants and Dragons and Ogres had awesome special abilities which made them feel even tougher, but the basic enemies like the Hurlocks and Genlocks could use the same skills as us.

In Inquisition, this changed. There's trash enemies who are easy to defeat, then bigger enemies with big shields and large hammers and beam weapons who require special tactics to defeat. Then there's the mages who have floating books for some reason and can't cast the same spells as we can.

In my opinion this makes the combat feel unfair. Our foes should be able to have the same set of 8 skills available to them as we do and not rely on massive gimmicky shields, and big knockdown hammers, and weird beam weapons. Why don't we get these things to use, and why can't they use the same skills as us? It create a massive disconnect.

Just my $0.02. What are your thoughts?

I'm not entirely certain that I want to see two Knight Enchanters fighting each other. That would never end.

It would be nice to get the same abilities, but the AI needs an advantage somewhere because humans are generally more skilled and use better builds.

Also on a side note, AI wasn't entirely on a level playing field in Origins as they didn't use certain things like Arcane Warrior as far as I recall.

I don't feel like they have an advantage though, their abilities in general aren't devastating beyond the Dragons abilities, the only thing they have in their favour is from 2x to 10x or even 50x the amount of hitpoints we have.

Even a bigger health pool is an advantage, but my point was that if they have the same abilities as us they would need an advantage otherwise we'd just destroy them with ease.

Why? If they had the same abilities as us they could stun us, send us to sleep, freeze us and then shatter us for massive damage, set us on fire etc.

Combat would be a far more visceral experience. Our powers are so much more varied than theirs.

We should first clarify, for those who are not yet aware, that this is an action game with utterly simplified combat mechanics and a streamlined/accessible stat and character progression system.

Also, to-hit rolls? Gone and replaced with manual dodging.

As for why.. Perhaps they were trying to reach Skyrim's 20 millions via emulation? Incompetent designers? It's a mystery.

Because we're going to be better than them unless they're coded to be cheating bastards with inhuman reaction time(which is much worse than the current system).

Of course given our low health pools, it might just become a game of who hits who first and 1 shots them.

Perfect symmetry would be best, yes. In this game, they went for an mmo-like system with massive asymmetry in everything, sadly.

It would be nice to get the same abilities, but the AI needs an advantage somewhere because humans are generally more skilled and use better builds.

This could be accomplished by making enemy parties larger (and possibly higher level) than the player party.

This is standard game design for action games, along with enemies with massive HP. You're not in Kansas anymore.

Nah, I love it.  You know how those mages turn into birds to "Bird Step" away?  I like that they practice different magic.

Besides, enemy does have at least one big advantage. They know to move away when standing in a fire field. Companion ai doesn't.
