If you have master Dennet, it is most likely a bug. Quite a few people have stated the same bug.

If you have already talked talked to Denet, then he says go to the stable there. There will be a saddled horse waiting for you. Get on him, then get off, and he;ll be waiting for you at Skyhold when you get back. Complete the quests Denet asks about the bandits, the watchtowers Bron asks for AND the wolves that Elaine in the garden asks for. Thereafter, you should be able to go to the stable in Skyhold and order mounts where the horse is standing.
