which weapon is more effective in the hands of squad members to freeze enemies?

 

also what does a 'chilled' target look like?

A "chilled" target is covered by a translucent, soft white overlay and still can move and attack. A "frozen" target becomes completely covered by an opaque white overlay and can't move, falling down like a statue. Only targets reduced to the health bar can become "frozen."
A squad with the Punisher would probably kill the target before you could cause a Cryo explosion. If you want to cause them, equip them with a weak SMG.

If squadmates have SMGs, then they have pistols as well. The Scorpion Pistol is good at freezing enemies with Cryo Ammo (pretty much every shot on squaddies).

 

Freeze chance is tied to weapon fire rate. I do not have the formula handy, but basically the lower the weapon's fire rate, the higher the chance it will freeze/stun/set on fire with ammo powers. So low-rate-of-fire weapons are freezing enemies, like the Scorpion pistol, Saber or Falcon assault rifles, Viper sniper rifles, and so on.

Proc chance = AmmoRating / [ROF / 60]

 

More or less.  ROF is adjusted for shotguns since all can potentially hit 8 times per shot, with the exception of the Crusader.  I don't think I got around to testing it, but the Crusader should actually proc less than expected in SP since it still has its ROF divided by 8.  In MP it is coded a little differently, so ROF for shotguns is divided by pellet spread length instead of just throwing in the number 8.  Also IIRC the Talon has better than expected proc chance (6 hits per shot, potentially).

 

The "Ammo Rating" comes from what the game calls the chance to freeze or stun.  It starts at 1.0 for Cryo and Disruptor level 1, and then whenever you see "adds X percent" in the evolutions, just add to 1.0 to make 1.X for the formula.

 

Incendiary primes via a wholly different method.  It has to do 30 points of DOT damage to prime, so it has more to do with the weapon's base damage than the rate of fire.
