Just tried a mission (level 8) and theres a castle door that requires better lockpicking. Probably a mistake to tackle the area. What level does sera/varric get this skill and is it something i have to manually choose?

You have to buy "deft hands" in secrets perks. You need to unlock 4 other secrets perks to get it (or just find 4informant agents)

Not really, you can return to most of the locked doors later when you have the Deft Hands perk.

You can also buy points toward Inquisition perks at a vendor in Skyhold.
