Just tried a mission (level 8) and theres a castle door that requires better lockpicking. Probably a mistake to tackle the area. What level does sera/varric get this skill and is it something i have to manually choose?

They dont. You need the perk fine tools deft hands.
Need 4 secrets perks already chosen or 4 agents.

No, you must have that perk to unlock those doors.
