So I've done a couple of runs through the game and have found that thelse actions lead to thebmost peaceful ending possible.

-Ally with mages/templars

-Briala and Celene rule

-Gaspard executed

-Allow Gray Wardens to stay

-Leliana becomes the Divine and is unhardened

These are the major decisions I could think of that got me a pretty peaceful world state.

I think it's not a matter of "what's peaceful?" so much as "how long will it last?"

This. Pretty much every good-news slide (Leliana's unhardened unity, free mage acceptance) is heavily caveated into the immediate short term of 'for now' or 'for the moment.'

Reform in the epilogue comes hand-in-hand with instability and looming threats- the more radical the reform, the worse the instability. Briala's reforms if she's puppet master encourage organized dissent and a possible rebellion against the monarch. Mage stability and political viability is questionable. Each new Divine prompts kickback within and outside of the Chantry.

Things are good for now... but no guarantee two or even one game from now.

SerInq, I tend to do much the same in most of my play throughs.  But don't forget how Bioware games carry over decisions.  The main story will be unchanged.  If the next story needs to start with the mages and the chantery under Templar rule, that's how it will start.  It won't matter who is named Divine, who was picked to close the breech nor whether they were conscripted or brought in as allies.  If you kill the Rachni queen, the reapers will create another.  If you sacrifice the counsel, someone will mention "gee, you killed the counsel" and the game moves on; there will be another one in the next game.

The subtle things are what matter.  Who can you help in the here and now.  There will be "a voice of reason" headed to Weisaupt; that you cannot change.  But will it be Stroud?  Hawk?  Someone else?  Can you save Verric's best friend at the cost of ... well, we know who?     The little things matter most and even these will be given a comment for continuity's sake and little more.  The only ones who seem to know the work you did to ensure Bethany survived the events in Kirkwall are you and Verric.  Even then it is the difference of one spoken line.

So who cares if there is instability hinted at later.  Siding with Haramont over Baelin hinted at instability, too.  Did it actually change anything?  What can you do for the here and now.  Who can you help achieve their goals.  If you have achieved your peaceful moment in time, you have your best end state.

That said, I may feel like helping different people in different runs.  I can't help myself from being ruthless once in a while :)

^  Also I doubt the end state of DA:I will remain unchanged into the next game.  With comic books and novels, Bioware could change a lot of things between DA:I and a sequel.
