For your benefit I'll explain what Leo's idea is.
This might help with understanding why people have trouble accepting it.
In order to use the internet you must pass an examination where a team of psychologists will assess your personality.
If your personality is fit from their point of view then you can use the internet. If not you can't use the internet.
Also if you misbehave on the internet upon obtaining the licence, it can be revoked.
I've edited the opening post with a brief explanation of Leo's controversial idea.
As for a society where only pretty people are allowed on the internet, this is a joke proposed by OneWomanArmy and KingTony to mock Leo's idea. I guess this thread has gotten ugly

I don't see why this entire thread had to be turned into a crusade against the guy.
Personally, I don't think Leo's idea is viable, the person can lie in the interview and an interview can't always assess a person's true self. However I can understand the need for more moderation perhaps on part of the media giants themselves such as Facebook and Google who still haven't banned certain terms and phrases from their services when they should. Perhaps police should be working closely with them from now on. Just check the YouTube comments to see how hate speech goes unreported and even when it is reported, it's not removed.
I think harsher punishments for abuse online and laws regulating material (revenge porn, images uploaded without someone's permission etc) are a step that could work but I don't think online abuse could be eliminated absolutely without some form of censorship. But I guess it depends on the censorship we're talking about here. Is censorship always a bad thing?
