The term victim is not "too strong" of a word. The worst victims of it are incapable of fighting back. At least in a traditional manner, which is fighting back.
We also have the issue of the people that fight back but go too far. As such we can end up with mass murders.
I know, but it just feels like that to me. Probably because bullying takes so many different forms varies in intensity so much that it seems like calling everyone who is/was bullied a victim makes them seem a lot weaker than they are, doing a disservice to them. It also makes it feel less real and more distant, making bullying seem like less a problem than it actually is. At least, that's the way I feel about it.
And again, this goes back to people who stand by and let the bullying happen. imo, if you're going to blame anyone, blame them. Especially when they join in on the bullying. All not stepping in to stop it does is encourage the bully/bullies to keep going and disheartens the one(s) being that much more, which, as we've both mentioned, can lead to them taking drastic measures.

It has more to do with what the word implies rather than the actual meaning. It's pretty often that words imply one thing when their definition is something else, and it all depends on the context. As I mentioned, the word itself implies that someone is weak, even if that is never stated in the definition.
Victims are often on the 'loss' end of the spectrum, which, if applied to conflict, implies that someone 'won', which is likely where BioWareBod02 is coming from.
