There is a palpable sense of stagnation in Skyhold. It would be nice as many have mentioned, that party members interact with each other on occasion without player coerced direction.

There is so much cut content in Inquisition it feels like we only got 75% of the game. Skyhold is just where it's most obvious. Given Bioware's chronic aversion to pushing content patches past Sony and Microsoft, and the fact they've had to be pulled up and reminded to supply even obvious essentials like a Party Storage Chest in two out of three DA games, I wouldn't hold my breath for ever seeing it fixed, either.
Bioware are still great story tellers, but they really do suck at some of the RPG basics these days.

I would be happy if they put the fort back together. Cullen's loft has a hole in the roof! One of my advisors quarters has a hole in the roof, what will people think? Plus the crumbled wall on your way to the war room, what would visiting dignataries think of that? My reputation as the Inquisitor is on the line here.

I am curious as to whether or not the empty rooms/towers will ever be used for anything in future DLC. A bit strange to see them just gathering dust and webs.

They would have needed another year or two of full development time to have anything remotely similar to that. The "problem" (I guess it's one) with BioWare is that they envision games with monstrous potential; but they themselves will probably never admit that their games are often too ambitious considering they know they'll obviously never have "enough time and/or resources" to do everything they have in mind.
If Inquisition - a game they worked on for 4 years - feels 'incomplete' (not talking about actual cut content) then I don't see BioWare going "Well, ok guys the next one will be even more complex, but we'll need a decade, hope you guys are patient!". I'm referring about "missing content". By that I mean things you feel "should" have been there, but wasn't. Because they simply made too vast of a game that 'details' like "missing" characters at Skyhold's tavern discussing to each others should actually have been an integral part of the very potential that the devs themselves created from the start, by having such a big ass game in mind.
It probably didn't go like that at all during the first phase of Inquisition's development, but I could somehow picture a brainstorm session going like:
Dev #1: " And Skyhold will be really big guys, we have to do something detailed! "
Dev #2: " Yep! What about a tavern too! And let's make sure all companions end up there several times throughout the game; drinking, talking, etc! "
Dev #3: * That would be really co- "
Dev #1: " Oh! And a prison! " * widens eyes like a kid in a candy store *
Dev #3: * narrows eyes, looks at Dev #1 * " -ol if we ha- "
Dev #2: * jaws drop * " Oh... My.... God, a prison, and what about... DUDE! What about upgradable sections too?! Wouldn't that be am- "
Dev #1: " HELL YEAH! And what about the Inquisitor's personal quarters too?! "
Dev #3: * looks at them both several times, tries to continue his train of thoughts * " had something like five yea- "
Dev #2: " -azing if what the player upgrades would even play a vital part sometime during the events of the main story?! "
Dev #3: " six... "
Dev #1: " Holy cr... YEAH! Imagine a siege at some point, what if the walls are upgraded at that point, forcing the enemy to rethink its strategy; shown in cutscenes! "
Dev #3: " seven... "
Dev #2: " Duuuuuuuude so much! I'm telling you, Inquisition will be the most epic, ambitious game we'll EVER make, like in the history of the unive- "
Dev #1: " Oh boy I just thought... sorry by the way Joe * laughs * " You were saying? "
Dev #2: " Oh yeah sorry Joe we were sort of having a spree of ideas haha! "
Dev #3 (Joe): " ...was just saying that we only have 4 years to work on it. "
Dev #1 & 2: * they both look at each other with wide opened eyes, adopt a terrified expression; dead silence in the room, acceleration of heartbeats can be heard *
Joe: " Yeah... "
If anything, the current state of Inquisition and the discussion of "things that should have been" in it will help BioWare realize that they probably need to control themselves when it comes to their enthusiasm for delivering absolute gaming experiences.

I love Skyhold, but it needs two things:
1) Fix the holes in the roof and walls.
2) Give the major upgrades story effects.
hahahaha. Major upgrades huh? Adding 4 potted plants is not major and shouldn't take a logging stand and quarry to do.
None of the upgrades are so involved that they should lock out the other one.

IMO, all the effort put into filler side missions could of gone into making Skyhold, and campaign missions a bit more interesting. Seriously all this effort so that players could pretend their in an open world was so unnessicary. I really enjoyed how the rentavations start on the castle and kind of progress a few stages each time you return, but the hall way to the war room was never fixed, atleast 2 towers were in complete dispair, the side missions could of been centered around building up your stronghold instead of the god awful side missions....btw i hate the side missions.

There's not much of ME that I want in DA but squadmates talking to each other over comms or in different areas of the Normandy should have carried over.
Skyhold should have been completely fixed after Wicked Eyes and Wicked Hearts/Here Lies the Abyss (which ever one you do last).

What I want to know is what the hell was Cullen looking at when the player is made The Inquisitor. You should have notice it when Cullen has his sword out, he looks to his left and suddenly has that spooked look on his face as well as Josephine.

The ME style party interaction throughout the ship was a major step up in the way companions interact with one another, but it was also easier to implement in ME because the Normandy was a much smaller area.
