Does a passive like gathering storm, which reduces skill CDs with every basic attack, have any impact on other passive skills like guardian spirit, which has a 60 sec cool down but is not an active ability? If anyone knows. Thanks.

I think the tool tip says "shortens active cooldowns" and not specifically active ability cooldowns if I'm not mistaken. Sooo from that I would say it affects passives with a cooldown such as guardian spirit as long as its currently on cooldown(obviously). But at this point without testing or a confirmed source its all arbitrary.
