Javik is the Prothean avatar of Vengeance. He's the last of his kind, but nobody deserves a final chance at revenge more than him. And if Shepard would fail, I couldn't bear making Javik watch and wait for the destruction of yet another cycle. He was the one that the Protheans picked to live to fight another day. All of his cycle's hopes -- his moment -- is now. He was born to do this.
Ashley/Kaiden is the only other living human Spectre, so I'd need her/him on reserve with her/his great power to help humanity and to get results if Shepard fell. Liara is too valuable for her role as Shadow Broker to risk sacrificing. Tali is too valuable as an engineer, an incredibly resourceful one, on the Normandy to risk sacrificing. EDI is the Normandy, as far as I'm concerned. In Ashley's/Liara's/Tali's/EDI's cases, yes, they are all female, and I couldn't deal with seeing them fall on a suicide run that may be the last chance this cycle would ever have to bring down the Reapers. Seeing a male counterpart fall would fuel my rage and heighten my battlefield senses, but seeing a female counterpart would take something away from me, possibly distract me from making a ruthless decision in order to survive, no matter how Paragon I'd been, if need be. And as the captain of the Normandy, I'd want my crew to survive me if it came to that. I'd want each of the women to have the possibility to better their respective peoples.
So I'm left with Garrus or Vega. Archangel is a great sharpshooter and long-time, trusted friend, maybe the best of friends, but Vega is a tank and future N7. This last run would make or break Vega as legendary. I'd have the feeling that Vega would simply be that lucky. And this is earth, on a micro-level, we're fighting for, after all.
I'd pick Vega and Javik.
