I've seen it at the top of the screen by my username and it increases as I play. Doesn't it serve any function other than appearing as a leveling system?

Prestige.
It's the same as your N7 Rank in ME3:MP if you played that.
It essentially is the amount of ties you've leveled, alongside promoting and stuff. It has no affect on anything other than the leaderboards.
