OP is correct. The Keep was a failure. Note that it still has Beta all over it more than a month after DAI released.
The Keep FAILED. I need a Save Game editor now.

First, we don't need to know all the details of the OP's profession. It means nothing. Because I don't care what profession you are, you make silly mistakes sometimes.
Second, OP, people are trying to help. We get you're pissed. You are operating at a 9 and you need to bring it to down to a 4. No one here broke your game. And most are trying to help. Getting pissy they aren't hitting you with the magic "Fix-It-All" button just makes people less inclined to answer or offer assistance.
While it would be great if it used the naming convention used in the keep to make sure it is in fact the save file you want to use, it's not available. Not many have screamed about this, so I don't think it's much of a bug at the moment. Have you tried creating a new world state, making the edits, and doing a full clean save and export? It sounds like it's giving you a default everything and isn't actually exporting as it should.

It's also good to keep in mind that a lot of the topics on here where people have complained about issues such as this have boiled down to either the player not looking at the timestamp, or accidentally loading a "default" state rather than their custom one. You might think that those are 'no-brainers' but people are giving this advice because it tends to be the common issue when it comes to what you've described.
Since you haven't really run down *what* you did, you just said you've done all the "obvious" things, it kind of makes it difficult for people to help you.

Probably because there is more to be added and DA:I tiles arent active yet.

That's a skewed way of measuring failure. Lots of good apps remain in BETA for a long time.
I like the keep. It's much more convenient than a save game and it worked really well for me.

I am beyond ****** pissed off at this now. Once again I went through every detail of my world state before importing, and once again I get completely different outcomes in my world state then what I have set.
Tried several times to get the right save to work, every time Hawke turns from a rogue to a warrior in my playthrough. That's just one example.
I'm done with this now. I need a save game editor so I can fix all these stupid mistakes.
My games were modified so it crapped out badly, but manual worked ok even with my mod results -not sure how the patch may have affected this.

The keep was a tool to overcome the fact the people modded the games for different outcomes. I was not surprised that automatic feature did not work on modded games, but the manual feature was a reasonable compromise and it has helped many people -that's not failure!
