She's the first BioWare companion I've actually, truly hated. Arrogance, condescension and pettiness does not make for a remotely likeable person.
Why do a lot of people hate Vivienne?

Problem is not her character but weak writing. Look proper politics is not a field bioware excels at and i say this accepting the fact that games generally do not have great stories. So even with the bar set bioware has generally not been good at grey and proper politics. It is just not their forte.
If you look at the rpg makers, each company has their own style. Bioware does the classical hero saves the day, obsidian do the personal hero struggles kind of story and CDPR do grey quite well. The problem i have is vivenne as a concept should not have been attempted cause it was always going to end up in failure. It is not a kind of character bioware does well, CDPR perhaps.
Oh well ill just rue over a missed concept that is Vivenne.

She does not live in the Circle. Her lover is one of the most powerful men in Orlais. She lives not just better than most of Thedas, but most of the nobility in Thedas. She's not just isolated from the Circle - she's essentially beyond it. You see that in how little she was affected by the mage rebellion. It upset the status quo for her, but she still had enough standing in the nobility.
She says that the mages, in essence, were "malcontents" for pushing back against the templars without any real stake. She talks about mobs and the view of the mundanes, but all of that is just an echo of how it affects her, because she lives with mundanes.
She's the worst sort of hypocrite.
That said, I love her character. Can't stand her at all.

What are you talking about? Vivienne emodies effective politicking - the sycophantic, veiled social game. That she's selfish and hypocritical is besides the point.

Precisely this. Ambition has to be tempered with subtley or backed with true power, and on that front, Vivienne isn't written to be nearly as smart as she/the writers think she is. She got absolutely jack accomplished in most of my playthroughs because none of my Inquisitors could stand her. She got put in the party just long enough to recruit one agent in the Hinterlands, her books and wyvern heart in my first playthrough, then left to rot for the most part. All her naked ambition and contempt got her was used herself.
To be fair, the comparitively shallow coversation paths wrt to the companions are a problem across the board in DA:I, especially if you're playing a non-human. I miss conversations like the one about Orlesian servitude my Dalish Warden had with Lelianna, where the argument got unexpectedly complex and even uncomfortable. But when you have to pay at least five different VA's to get a coversation completed as opposed to just one, I suppose loss of content is inevitable.
Why do people think she's meant to be some politician? She's not. Her victory in the grand game comes entirely from the fact she ingrated herself with the Duke. Everything else is her clawing at the world to keep her status.

Problem is it not shown well. How the main game plays does not really bring stuff where vivienne can actually shine. Basically her character, which is good does not fit the game she is in.

Vivienne is fantastic!
Both Solas and Dorian continuously eat earth, while (on Nightmare) i can just leave Vivienne to fight without micro-management, and she'll still be alive at the end of the fight. Best mage by far.
oh yeah, a bit annoying, personality-wise. Bring Sera along to annoy her: the conversation(s) about messing with Viv's food/underwear/etc is(are) priceless.
