When I wear the helmet "Hat of the Inquisitor" while I have ~show helmet~ toggled on, my Inquisitor's hair turns chalk white.

I think that's actually a hairnet type... thing. It has stitching on it. 

 

EDIT: Oh, I see. Helmet toggle on? That's... bizarre.

The Orlesian mage hat does the same thing.

Yep, it's BioWare's solution for your hair clipping through the mesh texture of your hat. They remove the hair and add a hood beneath the hat. Looks ridiculous though, so I had to hide helmets. Which makes Cole look weird. Meh.

Hmm..I was wondering about this myself.  I assumed it was some kind of hair net or cloth covering the hair.  But it does look like it intended to be your characters hair color. Would definitely make them slightly more appealing for sure.

My initial thought was similar, like some sort of dusty environment hat, but textures and clipping issues with an attempt to hide it -well that explains it.
