Importing can introduce errors. Carefully look over the keeper section and manually follow the cartoons as closely as possible errors here carry forward.

No. You can only apply changes pre-new game. Changes in-game would cause a domino effect of things that would change. Where you were, decisions you made, loot you got. All would be affected.
