The way elemental rune schematics work is based on a "tiering" system where you find them in order. The first one you find will always be the regular one, the next will always be the master one, etc.  For example, if I have already found the Fire Rune, then the next one I pick up will be a Master Fire Rune.  You cannot skip a tier on the elemental runes.  When it comes to the non-elemental runes though, you can absolutely skip ahead.  For example, you do not need to find the Dragon-Slaying rune schematic or the Master version to get the Superb Dragon-Slaying rune schematic.

I really hope this helps!

Thanks for this great information. Seems like I haven't done the quest line for Shrine of Dumat and now (after completing the main story line) I cant get the Superb Dragon-Slaying Rune. It's a real bummer. :(

Some additional detail for your next playthough...

Once you complete the quests Here Lies the Abyss and Wicked Eyes Wicked Hearts, if you have not done finished the Shrine of Dumat you won't be able to do it.  Even if you have the quest as an open item in your Journal I'm fairly certain it kills the quest.

This is my understanding of how the quest mechanic works, at the moment, with Under Her Skin and Before the Dawn.

If you're a big follower of the Dragon Age series then the likelihood that you missed talking to Leliana and subsequently missed the quest is low.  If you're new to the game then it's more likely.  I have only spoken with a few people who missed the quest because of not having conversations with her.

However, given where they wind up putting Cullen off in his office in an area you never go to, the likelihood that you miss talking to him and subsequently miss the quest is pretty high and not uncommon. I've spoken with about 30 or so different viewers who have PM'd me about this and they all had done the same thing.  They totally ignored Cullen and wound up missing the quest and by the time they realized it, it was too late.

Hope this helps.  Take care!

Cullen isn't in his office and that in all saves I tried. So, even if I want to talk to him about this quest line (I sided with the mages) I couldn't. It seems to be a bug.

The only times that I know Cullen isn't in his office, for certain, are:

1. When you first arrive in Skyhold Cullen is in the lower courtyard, where the tents are set up for the wounded refugees and soldiers.

2. After a few conversations with him you'll find a Guard in his office that tells you he went to speak with Cassandra.  You find the two of them speaking in the building where all the blacksmiths are (it is to the right of where Cassandra normally is hanging out).

While in Skyhold, if you check your Quest Map where it shows you all of the NPC icons, do you see Cullen anywhere on there? On one of the 3 levels?

Might be a bug, don't know.  Without knowing all the stuff you have or have not done in the game and actually being able to mess around with it, it's hard to troubleshoot.

In case you are checking the wrong place for his office, if you head up the stairs onto the ramparts to the left of the inn/tavern, and then go left when you get to the top of those stairs, through 2 doors and you should be heading directly toward his office at that point...

Sorry I cannot be of more help. :(

I checked all three levels of Skyhold (on the map and by visiting every area). But that's not that big a deal since I finished this playthrough and started a new one. Thanks anyway.

So I was screwing around out in the Hissing Wastes today testing something out and I happened across an alternate location for acquiring the Superb Demon-Slaying Rune Schematic, if you don't want to buy it for 6-7K gold.  The original post has been updated to reflect this discovery.

I can confirm the rules for rune schematics as OP explains.

I've seen several confusing walkthroughs on the net explaining the exact locations of each rune. It is not possible to find a Superb rune schematic the very first time. Only the non-elementeal runes like Supberb Demon-Slaying Rune is available at once if you buy it from a merchant.
The locations are correct, but not the specific grade of the rune.

No matter what rune location you visit first the very first rune schematic will always be the lowest grade. The secons place you visit will provide you with the Master rune, the third with the Supberb rune.
Let's say you visit Emprise du Lion and go down in the mines for the frost rune. If you haven't got any frost rune schematics already this one will be the lowest grade named 'Frost Rune'  +10 damage.
If you visit the cave in the Hinterlands as the last location you will get the Superb edition.

Bioware know exactly how to prevent players from getting the good stuff.

:(What about the master work runes for armor? Where can we find them?

The masterwork items you use for crafting come from looting ore and killing NPC's.  They aren't runes, they are called "Fade Touched [Item Name]".  For instance from looting Bloodstone you have a chance to find "Fade Touched Bloodstone".

You can find a list of them here along with where to find them: http://dragonage3.wi...fe.com/Crafting
