How to trigger the last quest ?
I started the romance :
When I talk to her, I have the choice of the romance (icon) but every time she says that we need more travel (or something like this)
Do I need more approval ?

Yep, she needs to get to know you better therefore you need more approvals. Take Sera with you on missions/fetch quests.

It's a bit odd because I'm ~110hours and since she joined, I always included Sera as the party member. I also made sure to get high approval during the key moments.

Oh and also you should do her war table missions about Red Jenny.
It has to be an approval issue, because I talked to her again right after the cookie scene, and got the "A Woman Who Wants for Nothing" quest straight away.
After doing her quest, make sure you ask her if her friends are still active. This will open up more war-table missions. You have to complete the first of these to progress her romance.

I did few Red Jenny war-table missions but I will check, as Jil84 mentioned, if I can unlock some others
a quick reply to confirm.
There were 2 remaining Red Jenny missions on the War Table and after completing then, I also choose in the dialogue tree that she's is an odd elf (or something like this)
The romance side quest triggered after this.
