Hi!

So I thought I got a load of agents, turns out i missed one or two (By forgetting to talk to them)

I went back to a bunch of them and spoke to them but they're not talking back to me, the camera will zoom in and the speak button will disappear but they won't talk to me, is that normal? 

The researcher doesn't do this, but the rest seem to.

 

I was wondering if there's a list of agents I've got to join my fold in game?

IGN has a guide with a good list. Unfortunately, if you choose the wrong option when it comes time to recruit them, they cannot be recruited in the future. Many of the agents can be missed by not asking them to join you (by basically telling them to go do something else).
