Vanguard Mage Build

Why not just play an adept if I want lots of biotics? I really enjoy versatility and having options. Being a vanguard I can use biotics from a far when I want, and charge in for close range combat when I want.
Base Build:
Cryo Ammo: Rank 0
Charge: Rank 4
Assault Mastery: Rank 4
Option A (build from video):
Incendiary Ammo: Rank 4
Shock wave: Rank 4
Pull: Rank 4
Bonus Power: Rank 1
Option B:
Incendiary Ammo: Rank 4
Shock wave: Rank 4
Pull: Rank 1
Bonus Power: Rank 4
Option C:
Incendiary Ammo: Rank 3
Shock wave: Rank 2
Pull: Rank 4
Bonus Power: Rank 4
1). Which of the above builds would you recommend (or some other combination)?
2). Any additional advice for a starting Vanguard?
3). I usually don't like paying for DLC, but is the Shadow Broker mission must play content?

In my opinion:
1) Option A.
4 - Inferno Ammo
0 - Cryo Ammo
4 - Heavy Charge
4 - Improved Shockwave (radius on Improved Shockwave is better than the middling damage boost of Heavy Shockwave)
4 - Champion (for the improved cooldown of all powers; affects Shockwave the most)
1 - Stasis (requires completing Lair of the Shadow Broker DLC)
From your post it seems that you do not currently have Lair of the Shadow Broker DLC, so for bonus power I recommend Slam, which is decent Pull substitute early game. You can set up Warp bombs with using Miranda and/or Thane.
This is actually my preferred Vanguard build since it is pretty flexible.
2) The typical Vanguard advice is
a. Max Charge
b. Max Passive
c. Max Incendiary Ammo
d. Whatever
For what you want to do, I would do something like:
a. Max Charge
b. Max passive
c. Put points into Shockwave to unlock Pull
d. Max Pull (Note: you may want rank 3 of Shockwave sooner though, since that is when it starts to become useful. Up to you)
e. Max Shockwave
f. Max Incendiary Ammo
Incendiary Ammo > Inferno Ammo is nice if you have a Charge-first philosophy. If you want to sit back and cast Pull and Shockwave more, then you do not need Incendiary Ammo as much.
3. None of the DLC is "must-play", but Lair of the Shadow Broker is totally worth it. A lot of players (including myself) liked the brief story. From a gameplay perspective, the combat is fun and enjoyable, like most of ME2.
Additionally, after completing it, you gain access to a terminal that allows you to reset the talent points of your squadmates. So no more Barrier on Jacob or Shredder Ammo on Thane.
You also gain Stasis as a bonus power after completing it. Note that there is a glitch (or bug) on PC that prevents Stasis from being selected as a bonus power for new games, but you can change to it after completing Mordin's recruitment mission since it unlocks the research terminal.

I rearranged her powers in this way:
4 - Inferno Ammo
0 - Cryo Ammo
4 - Heavy Charge
4 - Heavy Shockwave
1 - Pull
4 - Champion
4 - Heavy Barrier
Equipment: Collector Armor, Claymore, Locust and Phalanx.
Collector weapon and armor are available to everyone now. The Firepower Pack is incredibly funny. You'll need Kasumi in order to unlock the Locust, and with Zaeed, who comes in a free DLC, you'll have all squadmates. So I think Kasumi is a better DLC than Shadow Broker.
In the beginning of the game, using Barrier may be a better option than charging, and even 1 point at Barrier would help.

First thank you both for your responses. You have voiced both of my conflicting ideals: max pull and 1 point bonus power or 1 point pull and max bonus power. I think part of it might depend on what I select as a bonus power. Certain powers stasis, slam, ect... seem like they could work fine with just one point, while other power like reave seem like they would really benefit from the extra points.
I know a lot of people love stasis. I forgot can it be used for biotic explosions, or is it mainly for the reduced defense after release (and that it ignores protection).

In order to unlock the Blood Dragon Armor, you must own Dragon Age: Origins Deluxe/Ultimate Edition. The standard edition won't give you the armor.

1. Stasis, Slam, and Neural Shock are considered "1-point wonders" since at rank 1 they do a great job and do not need to be upgraded further. They do provide some benefits at rank 4, but you are typically better off spending those 9 points elsewhere for most builds.
2. No. In ME2, enemies in Stasis take no damage. Only Pull, Singularity, and Slam (Lift portion only) can set up biotic combos; only Warp will detonate a lifted enemy; and Throw, Slam Shockwave, Biotic Charge will deal double force on a lifted enemy.
There is a bug/glitch/exploit with Stasis where after Stasis wears off, enemies falling out of stasis take insane amounts of damage.

Most of the time I'm charging in and using my eviscerator which seems to be working well. My biggest gap is dealing with protected targets at range.
I'm leaning towards AR or SR training to give me more options and help with the range dilemma. Any opinions which would work better for a vanguard?

Personally, I prefer Sniper rifles (Viper) on the Vanguard. You have SMGs for dealing with shields and a pistol for armor. With the Stolen Memory (Kasumi) DLC, you also have access to the Locust SMG which a lot of players like since it is a really accurate SMG.
A lot depends on how much you like casting Pull or Shockwave as a Vanguard, A lot of people do not like how holding a sniper rifle automatically zooms the scope when you cast powers in ME2, so you may want to go with an assault rifle (Vindicator or Mattock) instead if you prefer casting. Alternatively, you can stick with SMGs and pistols at range, and go with the Claymore for one-shot kills on your basic mooks.
Personally I either go Sniper rifles for "long range" shooting or to give the Vanguard a solid all-round build, or I go with the Claymore for a more in-your-face playstyle or for mopping up enemies. I find assault rifles are not really my style on the Vanguard; they just do not seem to fill any sort of need the Vanguard is lacking.
That being said, I have seen Assault Rifle vanguards out there. Mattock can be ungodly with Heavy Charge due to the time dilation and its insane rate of fire. And I saw a few Vindicator vanguards. I saw one guy mod his Vanguard loadout so he used the Vindicator and later the Revenant (see here for the thread about his AR Vanguard).

Second this. When working from range I actually *prefer* the locust since it does a better job of melting shields and barriers. For armor I've grown to like the Vindicator because it's a bit like a "SMG for armor". Pistols and Viper are a bit too slow-fire for my personal taste (I miss a lot while honing in on a target).

Bonus Power (Reave): 1
I suggest you is to master the Biotic Charge ability yourself, it is most tricky ability that are hard to use. There are lots of videos to learn how to use Biotic Charge ability and it is most effective, highly rewarding, and lots of fun but risky.
