The final battle should have been at Skyhold. The game should have had more and meaningful Skyhold upgrades in preparation for the final battle. Those upgrades and all the other side quests should have impacted the final battle. I don't know whether that is cut content or not, but it is certainly missing content.

The content was altered. In the Enemy of Thedas trailer you see your companions fighting demons during the final scene. In the game they replace your companions with some copy paste Inquisition scouts and it never amounts to anything.
As got cut content, considering how rushed the ending felt, I am sure they cut a lot.
