This isn't a question, just a (hopefully) useful bit of information.
I've seen a lot of people like me who are unsure if it's safe to throw out certain valuables. We all know that you shouldn't throw out valuables specifically marked as stuff to turn in at the creature table, and we know that it's typically safe to throw out valuables that have no flavor text at all...but what about items that HAVE flavor text but are NOT creature-table-turn-ins?
To answer this question, I made a point of saving all such items during my first playthrough of the game and none of the items I've listed below were ever used for anything and therefore should be safe to vendor. My playthrough was pretty exhaustive (150+ hours), so while I'm sure I didn't complete 100% everything, I came pretty close. Here's the list:
----Safe to Vendor----
Ancient Penal Bracelet: "An ancient Tevinter bracelet, used to brand and number prisoners."
Bounty: "A badly scorched bounty poster. The only identifieable features are a large winged lizard and the crest of Val Royeaux."
Gold Horn*: "It seems like a lot of people would be looking for this."
Gold Ring: "A single gold ring."
Lartys Slave Band: "A ring, designed to be permanently affixed to the finger of a living slave belonging to house Lartys."
Ornate Silver Necklace: "A well-crafted silver necklace with an inscription: 'May our love endure. -R'"
Tooth-Shaped Gem: "A tooth-shaped gem, clutched in a toothless, isolated prisoner's hand."
Crude Herb Manual
*The Gold Horn is deceptive because the flavor text makes it sound valuable, plus it happens to have the same icon as Sad Splinters, which are used to make Mark's Mangled Mace, plus Mark's Mangled Mace sure looks like it has a gold horn nailed to the end, haha. However, the dragon age wiki insists that the Gold Horn has no use, and that Mark's Mangled Mace ONLY uses Sad Splinters, not the Gold Horn. (And the Sad Splinters don't show up in your Valuables section, so there's no risk of vendoring them.)
----NOT Safe to Vendor----
Orders: "Mercenary Instructions": Used in a Requisition (have not confirmed myself)
Fereldan Medallion of Service: Definitely used in a Requisition in the Fallow Mire (have confirmed this myself)
Also, once you have secured the Hessarian Camp, you no longer need Mercy's Crest: the NPCs remain friendly to me even after I threw the necklace away.
Please feel free to post any additional info that seems related, such as...
- If I've made a mistake (if you found a use for any of these items), please correct me!!
- Anything to add to my list (questionable-looking items that are safe to vendor). Just please be clear in your post HOW you arrived at this conclusion: there's a difference between saying "I threw this out and nothing bad happened" vs. "I kept this and it was never needed" vs. "this item is logically useless, but I haven't confirmed that it's not used for anything".
- Any non-creature-table valuables that are NOT safe to vendor

I've made the following edits based on responses in this thread + new things I've found myself while playing in-game:
- Moved Mercenary Instructions to the Not Safe to Vendor category
- Added Fereldan Medallion of Service to Not Safe to Vendor
- Added Crude Herb Manual to Safe to Vendor
I'm still scared to vendor the Crude Herb Manual, but after a full playthrough, I never found a use for it. It looks like the Dragon Age wiki has had some thorough updates since the last time I checked, so we may be able to start relying on that. Also, I have yet to hear of any item in the Valuables category that will horribly break the story if you vendor it: the few rare items that are actually useful only seem to be for stuff like requisitions...so if you throw them away, you'll miss out on, like, +1 Power. Not a big deal considering that an exhaustive playthrough will land you with 200+ Power by the end of the game, and you can always do more requisitions to get more power.
