To answer the OP question is it sexual harrassment? Well it depends. If your talking about REAL life, then I suppose it could be considered as such. However this is a game, the world of Thedas. No such assult really exists.
This whole thing with the nobels and Cullen did not bother me. Nor did it make me cry, “Sexual Assult.” Why? Quite simply because I know, well most of the lore behind the Dragon Age world and can easily separate reaility from fantasty.
With the Orlais this type of behavior in public is considered normal. Someone like Cullen, whose from Ferelden would be uncomfrotable since most of the time any type of affection is generally done in private. This lends credence to the fact of how Cullen is not generally open with his affections towards your Inquisitor in public.
Anyone who is from one country that has a certain edicit of how to show affection in public and being tossed in another country who is open about it, would cause an air of uncomfortablness. Perhaps for you and Cullen.
Considering how most of us are familiar with the “close door affections” from previous games (the countries we were within) being tossed into a country who throws all those rules out the window, no doubt would send eyebrows raising and gasps of shock.
I for one found the whole thing to be funny, not offensive, funny. Here is poor Cullen, who was raised to be respectful of sexual intentions within public and instead is being put on the spot with openly sexual Orlisians.
Personally, if someone finds something with in the game that is offesnsive to them, by all means voice your opinion, but try to do an objective view on it before crying wolf.
Oh but Social Justice is a marvelous tool for politicians! Just think, it is basically the philosophy that says we need to pass laws to create "fairness" by advantaging victims to the disadvantage of others. Then, what always happens is that those laws that are supposed to create "fairness" create unintended consequences that create new "victims" by either advantaging others more than they were supposed to or disadvantaging some more then they were supposed to. Then, the politicians step in on the side of the new "victims" and advocate for new laws to create even more "fairness" to fix problems that their own laws created in the first place.
And somewhere in all of this, we all slowly lose our liberties on a slow march to a Utopia we will never reach because it's impossible to create in the first place.
The only ones who win are the politicians who create all kinds of power for themselves to tell all the rest of us, victims and the rest, how to live and very likely make a lot of money in the bargain.

Kinda reminds me of that South Park episode where they're arguing about hate crimes, and then come to the conclusion that all crime is a hate crime.
And yet, Cullen continues to not be real. It is very likely a riff of Cullenites however, since Cullen is still not real, wouldn't you also have to apply the same scrutiny to that scene as you do to the forum thread itself?

There is a bit of a sense of "you survived being tortured by demons and have commanded an army cutting down mages and templars and helped deal with a dragon, and you're scared of the little Orlesian lady who pinched your bum" and it is quite cute that someone can be fearless on the battlefield and petrified in a ballroom. Still think Quizzy should have been able to rescue him though, or at least told him to go stand with Cassandra. No-one's getting away with bum-pinching with Cass around

I saw the bits with Cullen, I was not offended at all. Sure, not everyone will find it funny, but this thread has just taken it *way* too far. I think you are reading into it far more than it should be read into. It's a simple jest, many of the people attending that ball were terrible people, they kill and manipulate for the Game. The women who were hounding Cullen were simply flirting with him, he was more than capable of walking away if he couldn't handle it.
Besides, how is this any different than the scene in DA:O city elf story? That was far more controversial a subject - but it was not unrealistic, and adds much to the feeling of the situation. I don't know why people feel so compelled to complain about things that happen in real life being portrayed in fiction. It is very unlikely that someone is going to suddenly act deviously because they saw it happen in the game. It's more likely to bring up questions and inquiries about how people might be treated in certain situations.
If it really bothers or offends you that much, don't watch/play/etc. it.

Lol what I mean is, the people that are saying they're offended in this thread also seem like they'd be outraged by the reverse. It's actually the non feminists that aren't offended here, and I know that because I'm friends with several of them.
I personally have even been defending the double standards in a way. Double standard assumes that any given situation is one size fits all, and that isn't the case for sexual harassment.
Well, to clarify since I was arguing on the side of this generally not being a big deal for men, I'm not saying men don't get raped, or that it's not a big deal when they are. That attitude that men always want sex and always like sex is indeed ****. But, it's all very uncommon unless we're talking prisoners of war or jail, and that's from other men. Outside of that environment, most guys don't think about them getting raped from females, hence why female flirting isn't taken as negatively as male flirting.
