(thanks to 2flower for creating the script)
I just thought this needed more attention outside of the walk request thread.
It is based on the so called "Cheat Engine" and I was sceptical at first. Singleplayer game, yes, but I'm 100% opposed to cheating. But don't worry: It is a barebones tool and its feaures are based on the script you download and activate. If you only install the walk button script the "Cheat Engine" will be limited to this feature only.
A WORD OF WARNING
The script changes a memory adress. It should be save to use in regards to savegames (see FAQ below) BUT It is originally designed for the current version of the game! If the game is updated it is strongly recommended to discontinue using the cheat engine / script until it has been adapted to the new version or cleared for usage.

a short FAQ:
How do I install it?
Download the "Cheat Engine" here: http://cheatengine.org/downloads.php
Install the programm and run it. Don't download the cheat table, you don't need it. Just the programm itself for now.
Download the Walking Simulator script for DAI here (choose the second download to just get the walk script): http://forum.cheaten...d4e975ba7c5e9ff
Save it somewhere. Now in the Cheat Engine programm select "File" --> "Load" or click the folder-symbol. Select your downloaded *.CT file. It will ask you if you want to run the "LUA script", cklick "yes".
Start the game. Load your savegame. Alt + Tab out of the game. In the Cheat Engine select "File" --> "Open Process" or click the "program" symbol. Look for "....DragonAgeInquisition.exe", click on it and select "open". Cheat engine will ask "keep the current adress list/code list". Click "yes".
Now go down to where the script list is loaded and check "Walking Simulator (for Mouse/KB controls)".
You're all set.
How to use it?
With version 5 of the script, although internally it has gotten more complex, using the buttons is easier than ever!
CAPSCLOCK - press it once to always walk, press again to run / jogg
SHIFT - hold it down to walk, release to run / walk
X - press to toggle between running and jogging
And that's all you need to know.
Just make sure that these buttons are NOT set for other functions in DAI. Check the "Input Options"
What about the ingame walk-toggle introduced by Patch 3?
You can safely ignore it and by default the key is unbound. Of course you can also map the key and use it alongside the walk-script. Your choice.
Can I change the buttons?
"Since version 5 you set your hotkeys by opening up the script window via pressing Ctrl-Alt-L
Read the instructions on the mod author's post in the CE forum, you simply have to change the default preset to a custom one and modify the keys as you see fit." (thanks Jackal19851111

Will this alter my savegame?
I did a quick test myself: I started and used the cheat engine, then disabled it with the "walking" still active and the game running. Ingame I was still only walking with no possibility to turn it off, since the cheat-engine was disabled.
In this "broken" state I created a new savegame. I exited the game and started it again. I loaded up the savegame and everything was normal. I was able to run around with keyboard and only that.
So the cheat-engine seems to only influence the current active memory and nothing of it goes into the savegame. It is harmless as much as I can tell.
No guarantee though. (Having played over 30 hours with no problem so far #2015-01-21)
How come this seems so trivial yet Bioware struggles with the implementation?
The PC is an exotic and rather new piece of machinery that has yet to be rediscovered by some developers.
