I know you can use Samite I think but its tier 1 is there any better blue cloth to use?

Dales Loden Wool is a blue Tier 3 cloth.

It's Tier 3, so definitely either Emprise du Lion or Hissing Wastes (so expect enemies level 19-20)
I definitely recall Red Templars in Hissing Wastes dropping Plush Fustian Velvet, another Tier 3 cloth.
