It seems like all of the agents I recruit goes to Josephine and her Connections perks. So far I have:

Forces: 1 agent
Secrets: 0 agents
Connections: 4 agents
Inquisition: 1 agent

This sucks because I want the extra potions perk in Forces but I need 3 points spent there to open it up. So far I have the Massache's Method perk and the Lord Berand perk. I just need to find one more Forces agent to have 3 points but it appears that most of the agents goto connections. I dont want to waste a perk point in Underworld Knowledge and the Riders Posture perks either.

So what gives? This really irks me.

No. I count 6 Secrets, 6 Forces, 5 Connections, 1 Inquisition, and 2 "either/or" agents. One agent can be either Connections or Forces, and another can be either Connections or Secrets. Not all of them can be recruited in a single playthrough. There are also semi-agents that don't show up in the perks list, so I'm not sure if I should count them.

You can get three Forces agents in the Hinterlands alone. You already have one of them, and you can get another in Redcliffe and the third at the Crossroads.

I was dubious about things like underworld knowledge so avoided it and all variations on my first play through.

Oh how I wish I had a time machine to go back in time and female dog slap myself in my own presumptuous face.

There are lots of Agents that can be recruited with these abilities, the XP boost comes to a huge amount over the game, some agents can be recruited to a different area than they originally would have been (so say forces instead of connections) and some of the options of speech you get are great.

I wish more games had stuff like this now, I'm more of a tabletop gamer and this is basically a knowledge skill for your character, it adds a level of customization and personality which should be standard practice in character creation imo.

I did the same and already play to fix that, in my next playthrough. Though I guess, for RPing sake, sinc eI'm currently palying a Qunari mage. My human rogue will be more knowledgeable in such things.

That is an interesting take because I am RPing my first character in a way that would be different from my 2nd character.

My first character (one currently playing as now) is a Human rogue is is pro-chantry. So I choose the History/Politics and Chantry dialog buffs because it relates to his character and him knowing more about underground and mage stuff isn't him, so I am saving those two buffs for my female Qunari mage who is anti-chantry/anti-religion and very pro mage/freedom.

Because perk points are so rare, I rather spend the ones I have on things that either make sense to my character or something that I know I would get use out of. I mean, that forces buff that allows you to stay on your horse even if attacked is a waste to me because I do not use mounts at all. So I will just wait until I capture a keep so that I can get my 3rd point in forces so when I get another perk point, I can use that to buy the increase potions perk.

Is there a spreadsheet or something of which agents are recruited with what perks at which locations?

I feel like I only got like... 7 agents in my first playthrough.

probably, if you googled it. I can remember a few:

Forces

Clemence; Speak to him in the Redcliffe tavern after meeting with Fiona/Alexius

Berand: Complete the "Love Waits" quest and ask him to join the Inquisition, he is at that southern castle in the Hinterlands

Vale's Irregulars: Aid the refugees and speak to Commander Vale, ask him for soldiers I think, not the other two options.

Loranil: Recruit him from the Dalish Camp in Exalted Plains after earning Dalish Favour.

Connections:
Belle: After meeting with the Chantry in VR for the first time, she should be right next to you. Agree to let her join.

Ellesandra.... Something: She is by the Crossroads, when you find her phylactery by the southern Hinterlands castle near some Totems bring it to her, and convince her to join with either the Arcane Knowledge perk or by having Vivienne persuade her.

Speaker Anais: Close the Rift at the big southern Hinterlands castle, speak to her, ask her to spread word of the Inquisition.

Secrets:
Witty Ritts: Complete the "strange bedfellows quest", have Varric with you to speak to her for you.

Smuggler Tanner: I forget what starts the quest, I feel like its close to where the first Time Rift was in Redcliffe. Head up into the hills, search the area near the cabin.  See if you get a quest to confront her, use the Underworld Connections or Cassandra I think to recruit her.

Pro-Tip: Get all those Knowledge perks asap, not only will it unlock helpful dialogue options, but it increases the XP gained from Codex entries from 50 to 150. Its a huge difference... Don't unlock any Codex entries you know you can get back to until you have the 100 XP bonus... You can probably level up from all the entries in Val Royeaux alone, theres like 20.
