I did a couple of war table missions for him, and then after the one in which you outfit him with armor the quests just stopped. Everytime I talk to him now in Skyhold's tavern he just says inquisitor. I thought it had something to do with story progression, but now I'm up to starting Doom upon the world and nothing's changed.
Did I miss up on sutherland?

I had a lot more missions for him after his group got uniforms. I think I let Lelianna (sp?) do that war table quest and she got them bard uniforms which made them very happy. 
Not sure if picking someone else to uniform them causes you to have fewer missions.

ok here ya go from the prima online guide
New to the crew: a young hopeful... speak to sutherland in skyhold... choose cullen to outfit him, otherwise the chain is dead
A patrol for the crew... speak to sutherland after 1st and tell him to keep training... cullen only
Outfitting the crew... speak to sutherland after 2nd... any is fine (i know this is the part people are having issues with, but as far as i can tell, ive done it both secrets and forces and got the next mission)
A test of mettle and the crew.... speak to sutherland after 3rd.... choose leliana others will end the quest line
A crew of ambassadors..... speak to sutherland after 4th.... any is fine
A crew of adventurers..... storm coast open, speak to sutherland after 5th.... any is fine
Sutherland and company missing.... complete 6th, try to find sutherland in tavern but find a worried recruit... Narrow down search area via war table, then off to the storm coast to find him... *Warning* if you go to storm coast and return without getting him, he will die and cut off quest line... also either dont get bulls quest about qunari first or finish by the time you start this as bulls quest auto starts when you enter the storm coast and puts you back to skyhold after which kills sutherland.
A company of heroes... save sutherland in storm coast and talk to him at skhold... any adviser is fine... go back and speak to sutherland afterwards for a bonus...
The guide does not specify what main story missions if any need to be done in order for these to pop, so maybe you would have to do more story quests... IIRC though, i never had to wait for them... then again i may have advanced without paying attention

Damn, must've messed up on the third mission, I do use leiliana alot over Cullen. Simply because with Cullen his solution to everything is WE"LL SEND SOLDIERS or WE"LL IGNORE THE PROBLEM AND HOPE IT GOES AWAY. I guess I will simply yield to his knowledge in military related matters from now on.

Augh - I messed up on A Test of Mettle then! I was wondering why things ended after that. Well, I guess there's always the next playthrough...have to remember to send Leliana on that one next time.

The entire quest line worked right for me all the way to the end but reading all the things you have to do right to get it all to work sounds scary. Now I'm going to be paranoid in my second play through. 
But no way am I going to allow myself to mess up. That quest line left me feeling good for Sutherland and his group so I want to get it right again.

I got them in heavy armor via Cullen's suggestion and I don't like it ;( But I don't think I will load back to try other things. Anyone know what would they wear if I choose Josie to give them equipment?

Josie will give them Light Armor.
Leliana will give them Medium Armor.
When next you talk to them, Sutherland himself is enthusiastic about all armor classes. Shayd is a bit more partial to Medium Armor.

I had Josie outfit them and they were in awe of how fine the silks were. XD Voth wears a Keeper's robe I think. Sutherland and the woman are in light adventurers armor.
