What is the best spec and build to make a rogue that is basically a dual wielding fighter? No stealth and guile just straightforward melee carnage

Tempest specialization because flask of frost I guess is the best specialization.

 

Get silverite from Emprise du Lion and craft yourself some tier 3 heavy armor.

 

Craft your daggers and dagger grips maximizing % chance to heal on kill and get some masterworks for guard on hit.

 

Rings should also be heal on kill I guess too.

 

 

Maybe you should look into a reaver warrior though, they're straight melee carnage.

True but I played a warrior last playthrough and this playthrough I am committed to playing a Dwarf, and since dwarves look silly with the 2 handers I decided a rogue
