No it doesn't.
It only procs while preparing the spell, like Pull of the Abyss and Chain Lightning, not instant spells like Fade Cloak and Spirit Blade. OMG, if it procced on Fade Cloak and Spirit Blade it would be a god like passive...

Sounds like a great option on the Keeper though. However it's you probably have to waste a skill point to unlock it or something lame.

Not useful, you still get damaged, after which then they get shocked.
Can be observed by letting enemies swing at you while you're channeling an AoE Spell.

do you know how many times this happens when trying to be a keeper? also it paralyzes not shocks

No, I recon you do? My keeper doesn't get hit often.
Tool tip reads Shock duration : 6 sec.
