I have been looking for a way to increase permanently the number of potions without having to use a belt. Is there a way to unlock the third potion place? My character is level 14.

There's a perk that unlocks the third space.  "Tempered Glass Flasks" under "Inquisition".  And the forces perk "More Healing Potions" gives you... more healing potions.
