I'm guessing they were removed in one of the patches? I just created a new character and realized they weren't there.

Were they in a fixed location? I believe there are a lot of random spawns.
I don't think I've come across them. The Hinterlands is big, though. Nevertheless, I've been trying to explore it all, despite this excellent advice.

I've fought them. They tend to jump me while I'm fighting bears.

They are in the south-western part of the zone. Should find them if you go there. Also, they can go up to level 11 or so depending on your own, I'm guessing level 8 thing is the lower end of their level range.

The first time I really got pimp slapped in this game was when fighting a bear there in the South Western Hinterlands. I wasn't careful enough with my warrior and my taunts and such and ended up fighting 3 bears and the lyrium hunters. It got very ugly very quickly
