So the PC version is on sale on Origin today, considering getting it. I was wondering if you still had to do that command line thing to get 60 fps in cutscenes or if that's built into the game now since the patch?
Does the PC version still require a command line fix for 60fps cutscenes?

I believe it's still a command line fix.
I wouldn't be surprised if they don't get around to this for a while(if at all), since it's not game breaking.

Apparently they're 30fps by design, so no.
That said, I have no issues at 60fps.

Even with the command line, it still stutters even at 60FPS. My GPU can handle it but something in the game won't let me have sturdy frames in cutscenes. I hope they fix this in Patch 3.
