I'm wondering why a male Inquisitor can't flirt with him when a female can flirt with Cass despite Cass not being attracted.
It is the beard, it prevents all unwanted flirting. In game terms, think of it as a Superb Beard of Flirt Resistance

I was pleasantly surprised by the amount of flirting coming from Dorian towards my femQuizy. I enjoyed it quite a lot as well.

I love her to bits, yes. And while I enjoyed using some of the supportive/admiring/joking "flirts" (*), getting this scene made me feel quite guilty for doing so because I never wanted her to feel uncomfortable.
Mind, if you get the scene before completing both Abyss and Wicked Hearts and thus completing the Skyhold repairs, the "clip through the scaffolds like they're not even there" opening is very unintentionally amusing.

Completely uncalled for in my playthrough; ran a Female Dalish and hit the heart button one time to f*ck with her. Next thing I know she thinks I'm all over her; was worried she'd report me to Human Resources.

Flirting with as a female Dorian is the same way. There's one moment where he's kind of like, "I'm just fantastic, aren't I?"
The diplomatic option is to be like, "Well, you certainly have a high opinion of yourself." The only non-flirt options are more critical of him. The only way to agree with him, "I'm well aware of your finer qualities, I assure you." is to flirt.
More importantly, all of his responses only offer encouragement in the form of complimenting your taste for approving of him. He likes to preen, that Dorian.
At first, I actually felt guilty for flirting with Dorian, because I knew it wouldn't go anywhere, and my Inquisitor was supposed to have eyes for someone else...then his post personal quest scene occurred, and the fact that I had flirted led to my favorite exchange in the game, in which a female Inquisitor can say she wants to keep flirting for fun. He looks and sounds positively elated in response. It's adorable.

He's certainly a lot of fun. I couldn't be any less romantically/sexually interested in men, but some "flirts" with him have such a light-hearted, teasing yet affectionate air that they create the impression of a great friendship. Both sides can enjoy the banter even when it occasionally strays into flirty territory because both know it's totally safe, there's no risk of awkward "just joking, I don't want you ... unless you aren't joking and want me" messiness.
