I made a new game, and was hitting escape to skip the opening scenes, and game left me at the point where you are running up the steps to the green glowing lady where you are reaching out to her.
I could then play in that area (walk around but nothing to do and no where to go but the area to a mountain slope and green pools and those stairs.)
Bug or as intended?
I just had this happen as well.. its a bug. This happens when you start a new game and the launch icon has the 60fps fix.. if you remove that and then start a new game it will work.
Problem is that the char you created is lost because you can't save at that point in the game, so you have to start over with character creation.
This also happened to me, although It was just a testing character so no loss there.
