Yeah, and tournament axe is better than that... and so on. Moon axe is great, because on perilous your damage is like a bug hitting a giant anyway - so the proc on moon axe is quite helpful for the rest of the team, while your job is to tank. Also, Moon Axe has a (high) percentage to crit which is quite valuable to decrease CD times, which is the only thing you should be concerned about while tanking imo: Staying alive, aggro and support.
btw, talking legionnaire here... ofc. I dont play templar at all almost so I have no idea how that synergizes...
