Can they even beat dragons?
I feel like I should have gone Champion
Templars don't have anything particularly spectacular for soloing dragons, but they are pretty phenomenal at getting high powered eldritch detonators on regular and demon enemies. I haven't played it yet but I've heard that Wrath of Heaven followed by Spell Purge (upgraded) is a ridiculously potent detonator combo.
Templar is a support specialization. It's... kinda a warror's version of a support/barrier mage. Templar's are great fighting demons, and Venatori mages, but not much else. Tho, they do have a heck of a detonation combo like Feranel said. Their job is to dispel mage elemental land mines, so your DPS rogue or fellow warrior can run up safely. Without getting frozen or set ablaze. Another job is taking enemy barriers (blue bar) down. They also do some buffs to your party. I have an alt who's a Templar, and I like it. It's a different playstyle tho, as said you're a support roll. You can get sword and shield attacks too, or two handed. My Templar's a Tank/support, he can gain attention, but also dispel and buff my team. Personally it's a good specialization. Cham, is pure Tank, guard, slash, guard, slash, pull, slash.
Templar is almost as good at tanking as Champion but the Templar performs better against normal enemies with Wrath of Heaven + Spell Purge (doesn't need the upgrade to get the combo) and against demons in general the Champion is the better boss killer because To the Death increases the damage A LOT in long battles. So if you are after soloing dragons even though it is possible with a Templar the Champion will have it easier.
As for the build for the Templar it depends on what you want to do S&S or 2H, offensive or defensive tank etc.
Generally you should take everything in the Templar tree except the upgrades of Spell Purge and Blessed Blades and after that should focus on W&S tree if you want an offensive tank, Vanguard if you want a defensive tank and 2H tree if you are after a 2H Templar. Battlemaster is always a good bet especially Coup De Grace if you go for any kind of offensive character. Templar is better in a group because the passives benefit the whole party so if you wanna go solo you're better off with Champion or Reaver (if you know how to play it correctly).
Why no upgrade for spell purge? More damage is good?
The upgrade of Spell Purge only works on barriers and honestly there just not enough enemies with barriers to make it worthwhile and in most cases the extra damage is an overkill. Without the upgrade I was doing up to 10k normal hits from the detonator which is usually more than enough to kill almost everything outright.
Unless it's Nightmare (which I have no experience with), a decently geared Templar should be able to solo a dragon, at least if you're sword & board. You're basically unkillable as a tank even without Champion.
But yes, as mentioned - To The Death will really help kill bosses, while the Templar's combo won't work on them (since they are typically immune to stuns). So Templar will be much slower to kill a boss. On the other hand, Templar is amazing at killing groups of normal enemies.

Exactly after you get your tier 3 armor you are basically invincible as a tank and while the templars can make short work of normal enemies and it is possible for them to solo bosses since they don't die (though it might feel like a drag) the champion will have easier time against bosses because To the Death is designed for long battles. The defensive properties of the Champion are an overkill once you get tier 3 gear so I believe the Templar is better in the long run. You can always bring Blackwall along for dragons.

Will it handicap my char if I use the t3 Templar armor?
I know it has dex and cunning but it looks awesome lol
It won't be the best possible armor as the Sturdy Battlemaster's amor with dragon bone gives 21 str and con but you will definitely not handicap your character if you go for Templar armor assuming you mean the one you can craft. I used that armor on my Templar as well solely for RP and the looks no problems finishing the game on nightmare.
I'm always running outta stamina... I do the first part of the combo and I can't use spell purge because I'm out of stamina
