Sure, they appear in the main story a bit, but as far as romance specific content goes, I think the advisors get the short end of the stick due to them not being along on missions and having banter. Even so both Cullen and Josie are really nice.

Simply by amount it's Cullen, no question. He has like 2 or 3 scenes more than any other romance. I think Sera would come in second but only because of roof scenes.

 

Josie and Cass were fairly average.

 

I also think Cullen's is the most fleshed out, it progresses along with the main missions because he doesn't have approval ratings. Some companions can be bedded very early, I think Dorian and Iron Bull are the ones that come up first during the story.

 

Cullen, Cassandra and Josephine are all sweet, Sera is more humorous.

I've only done Josie's and Cass, but out of the two definitely Josephine.
