Here's how I access him on the PC. It usually happens after I've done a Judgment on the throne. After a long cutscene or if I'm watching YouTube between loading screens, sometimes it takes a moment for everything to load. You should be standing at your throne, watching the braziers and people and tables load in front of you.

Do NOT wait for stuff to finish loading! Run at Solas's room, don't stop to chat with Varric! Push open the doors and when you get to Solas's room, the floor and walls (you know, the really colourful ones) take a while to load. So, drop through the floor before it loads. There, you will meet the Lord of the Pies.
