My own interpretation of what the ancient elf says is not exactly that the early Imperium didn't conquer Elvanhan but the elf empire they destroyed they were doing so as a final nail in the coffin after the elves had greatly weakened themselves in a religious civil war.
Beyond that though I still feel there is probably some role of Fenhariel convincing the Ancient High Dragons that they could overthrow the Elven Pantheon if they attacked after he/it put the plan into motion.
Blaming humans for something they never did is a pretty big goddam detail.
Well, we have never seen Tevinter tries or wants to correct that, haven't we? Because conquered a once glorious nation is much more badass than conquered a nation in chaos state due to lost of capital and Gods.
